What is NAECE?

NAECE (North American Energy Cooperation Effort) is a charitable organization that provides grants to support energy-efficiency projects and strengthen manufacturing within the USMCA region.

Is NAECE a government agency?

No. NAECE is an independent charitable organization. While some funding may originate from government sources, NAECE is not a government agency and independently administers its programs and eligibility requirements. 

What countries are eligible for NAECE programs?

Does NAECE provide loans?

No. NAECE programs provide grants and financial assistance. Approved funding does not need to be repaid unless otherwise stated in a program agreement.

How is NAECE funded?

NAECE receives support from a variety of sources, including government programs, private-sector partnerships, industry organizations, philanthropic contributors, and other mission-aligned funding mechanisms. NAECE funding is independently administered and is separate from utility rebate funds and government energy-efficiency rebate programs.

Why does NAECE review manufacturers, distributors, and contractors?

Participating manufacturers, distributors, contractors, and other supply-chain organizations may be reviewed to verify appropriate insurance coverage, warranty protections, regulatory compliance, and business practices.

This review process helps ensure that organizations participating in NAECE-supported projects maintain standards that protect consumers and project owners.

What standards must participating organizations meet?

Organizations participating in NAECE-supported programs may be evaluated for factors such as liability insurance, product liability insurance, warranty policies, regulatory compliance, business standing, and consumer protection practices.

Organizations that fail to meet NAECE standards may be deemed ineligible for participation in certain NAECE programs.

Why are insurance requirements important?

Insurance requirements help ensure that appropriate protections are available should a product failure, installation issue, safety concern, or other unforeseen event occur.

NAECE believes consumers should have confidence that participating organizations maintain reasonable protections and accountability throughout the supply chain.

Why does NAECE care about warranty policies?

Does NAECE endorse specific manufacturers or products?

No. NAECE does not endorse specific products or manufacturers. However, certain programs may require participating organizations to meet minimum standards relating to insurance coverage, warranty practices, compliance, and consumer protection.

Can consumers nominate a manufacturer, distributor, or contractor for review?

Yes. NAECE welcomes information regarding organizations that may be interested in participating in NAECE-supported programs or listings. All organizations remain subject to NAECE’s review and eligibility requirements.

Does NAECE inspect products or manufacturing facilities?

NAECE may review publicly available information, certifications, regulatory records, warranty policies, insurance documentation, and other information relevant to program participation. NAECE does not guarantee the performance, safety, or suitability of any product or organization.

Why does NAECE focus on manufacturing standards?

NAECE believes that stronger manufacturing practices, better consumer protections, and greater accountability lead to higher-quality products, reduced waste, improved resource efficiency, and better long-term outcomes for consumers and businesses.

Customer Contribution Assistance Grant (CCAG)

What is the Customer Contribution Assistance Grant?

The CCAG helps eligible customers cover the required co-pay portion of approved energy-efficiency rebate projects.

How much funding can I receive?

NAECE may cover the remaining co-pay amount, up to program limits, less a required $1 customer contribution.

Do I still need to pay something?

Yes. Customers are required to contribute at least $1 toward the project.

Can I apply if I have already received a utility rebate?

Yes. The CCAG is specifically designed to assist with the remaining customer contribution after approved rebates have been applied.

Is this considered double-dipping?

No. NAECE funding is independent of utility rebate programs and is intended to complement eligible energy-efficiency initiatives, subject to applicable program rules.

Who receives the grant funds?

Depending on program requirements, funds may be paid directly to the customer, contractor, distributor, or other approved project participant.

What documentation is required?

Can NAECE funding be combined with utility rebates and government incentives? 

In many cases, yes. The Customer Contribution Assistance Grant (CCAG) is specifically designed to help eligible applicants cover the remaining customer contribution after utility rebates and other qualifying incentives have been applied.

 

NAECE funding is independently sourced and is not administered through, derived from, or funded by utility rebate programs or government energy-efficiency rebate funds. Because NAECE funding originates from separate funding sources, it is generally intended to complement—not duplicate—existing incentive programs.

 

Eligibility for combined funding remains subject to program requirements, available funding, and any applicable rules governing the underlying rebate or incentive program.

 

Is receiving NAECE funding considered double-dipping?

Manufacturing Grant Questions

What is the Relocate to USMCA Manufacturing Grant?

This program helps encourage manufacturers to establish, relocate, or expand production capacity within the United States, Canada, or Mexico.

What types of manufacturers are eligible?

Eligibility depends on the nature of the manufacturing activity, investment level, job creation potential, and alignment with program objectives.

Does a company have to relocate an entire factory?

Not necessarily. Eligible projects may include new facilities, production line relocations, capacity expansions, or strategic manufacturing investments.

Are startups eligible?

Certain startup and early-stage manufacturing projects may qualify, subject to review.

Does receiving a grant require giving up ownership or equity?

No. NAECE grants do not require applicants to surrender ownership interests in their company.

Are grant recipients required to create jobs?

Can a company apply for more than one NAECE program?
